In the "Zeitschrift für Urheber- und Medienrecht" [Journal of Copyright and Media Law], Tobias Mast discusses the incongruities between the constitutional figure of state neutrality of the media and the jurisdiction on the public relations of state agencies, which has recently been increasingly invoked in the decisions "dortmund.de," "Sinn und Form," and "Crailsheimer Stadtblatt II." He argues for an understanding of the principle of state neutrality that applies across all media and is absolute but limited in its scope of application.
