Mehrebenensystem: Digitalpolitik von technischen Standards über staatliche Normen bis zum digitalen Völkerrecht

In this contribution for an anthology on digital policy, Matthias C. Kettemann analyses how norms emerge at different levels that influence the shaping of online communication worlds. Using examples such as the setting of rules through technical standards, through soft law, through national and international laws and codification under international law, he discusses whether there are internationally shared values for digitalisation as well as how they can be anchored in a multi-level system for digitalisation.
