Matthias K. Klatt writes in his article on the JuWissBlog about the security of IT systems as "a fundamental precondition for a functioning constitutional state."
Questions of data security and the security of infrastructures in the digital age are of particular importance for individuals. However, state institutions and bodies should also have this topic on their agenda. A recent case from Berlin shows that the security state-run information technology systems can directly affect elementary constitutional principles. The establishment and security of IT systems is a fundamental prerequisite for a functioning constitutional state. Therefore, it should receive greater attention by governments, (judicial) administrations and legislators.
