For this Leibniz Media Lunch Talk, we welcome Prof. Dr. Manuel Puppis, Professor of Media Structures and Governance at the Department of Communication and Media Research DCM at the University of Fribourg, Switzerland, and visiting researcher at the HBI. In his talk, he will discuss a conceptual expansion, theoretical foundation and practical reform of media policy.

Prof. Dr. Wolfgang Schulz will introduce and moderate the talk.

About the Talk

Digitalisation, transnationalisation and commercialisation are changing the media and the public sphere. Nevertheless, media policy is often path-dependent, nationally shaped and oriented towards the status quo. In this Lunch Talk, Manuel Puppis argues that the subject matter, instruments, content and process of media policy need to be rethought. To this end, firstly, a redefinition of the term will be undertaken that does justice to the digital structural change of the public sphere. Secondly, the concept of governance is used and theoretically substantiated with sociological institutionalism. And thirdly, theses for a reform of practical media policy are presented and offered for critical discussion.

About Our Guest

Prof. Dr. Manuel Puppis is Full Professor of Media Structures and Governance at the Department of Communication and Media Research DCM, University of Fribourg, Switzerland. He currently serves as Vice Chair of the Swiss Federal Media Commission (FMEC) and of the Council of Europe Committee of Experts on Increasing Resilience of Media (MSI-RES). He holds a PhD in Communication Science and an M.A. in Communication Science, Political Science and Economic and Social History from the University of Zurich. His research interests include media policy, media regulation and media governance, media systems in a comparative perspective, political communication and organization theory. Manuel Puppis is member of the international Scientific Advisory Council of the institute.
