Via Konferenz-Plattform Zoom spricht Dr. David Morar, virtueller Gastwissenschaftler am HBI und PostDoc Data Policy Fellow an der NYU Steinhardt, zum Thema Internet-Regeln. Sein Vortrag konzentriert sich sowohl auf die esoterischen Fragen zur regulatorischen Zusammenarbeit als auch auf die Realitäten des Jahres 2021, in dem wichtige Reformen bestehender Rahmenwerke und sicherlich auch Vorschläge für neue Rahmenwerke anstehen werden. Dr. Matthias C. Kettemann übernimmt die Einführung. Die Veranstaltung findet auf Englisch statt.

What do we understand by collaboration in terms of rules? How do different stakeholders collaborate towards a common goal when that goal ends up restricting the power of one of those groups? How do similar stakeholder groups with different geographic areas collaborate when their scope is culturally different? These are important questions, and they span the spectrum of concerns that collaboration inherently bubbles up. And this is if we assume everybody is acting in good faith. Issues of different goals, regulatory capture, or even, as some have described, cartelization, can all play a significant role in making collaboration not only untenable but also undesirable. This tea time talk focuses on both the esoteric questions about regulatory collaboration, and on the realities of 2021, a year that will see important reforms to existing frameworks and certainly proposals for new frameworks.
